Mr. President,

At the time of writing this letter, more than four hundred thousand (400,000) of my fellow Haitian nationals are facing the threat of removal beginning on February 3, 2026. These individuals were received by your country and continue to benefit from Temporary Protected Status (TPS). Many of them—upright and diligent workers—contribute, even if modestly, to the American economy.

This consideration toward Haiti originally stemmed from the evident acknowledgment of the country’s dire conditions across security, political, economic, and humanitarian dimensions.

Today, the situation has further deteriorated to such an extent that your Representative to the United Nations for Special Political Affairs, Jennifer Locetta, stated on January 21, 2026, before the Security Council:
“Haiti is facing an unprecedented crisis, with gangs terrorizing communities and coercing young people to commit atrocities on behalf of gang leaders. The consequences of this violence threaten not only Haiti, but also the broader stability of the Caribbean region and the Western Hemisphere.”

The immediate return of these thousands of families to Haiti would undermine your administration’s stated efforts to contribute to the restoration of peace, as reflected in the initiatives announced yesterday before the Senate by Secretary of State Marco Rubio.

Accordingly, I respectfully request your urgent intervention with the Department of Homeland Security to secure an extension of Temporary Protected Status for Haitian nationals, in accordance with the Immigration Act enacted in 1990.

Confident that you will give this request your careful consideration in the name of humanitarian law, I remain, Mr. President,

Yours faithfully,

(signature)

Dr. Emmanuel MÉNARD
