Why Is the Coast Guard Operating Surveillance Drones in the Great Lakes?

Since May, the Coast Guard has deployed six surveillance drones across the Great Lakes to stop the flow of drugs and illegal border crossings from Canada. But there is little illegal activity on the northern border, and the sailing drones are raising privacy concerns.
